Parepare – Ketua Komisi Pemilihan Umum (KPU) Kota Parepare, Muh. Awal Yanto, memberikan tanggapan resmi terkait beberapa tuntutan yang diajukan oleh LSM Pakar mengenai pengelolaan anggaran Pemilu 2024. Dalam pernyataannya, ia menjelaskan secara rinci mengenai sisa anggaran yang dikembalikan serta perbedaan jumlah anggaran yang dilaporkan.
Salah satu isu yang diangkat oleh LSM Pakar adalah terkait dengan sisa anggaran Pemilu yang dikembalikan oleh KPU Kota Parepare. Awal Yanto mengklarifikasi bahwa dalam Rapat Dengar Pendapat (RDP) pertama, sekretariat KPU menyampaikan sisa anggaran sebesar Rp7 miliar pada bulan Januari. Namun, laporan pertanggungjawaban bulan Februari belum dimasukkan saat itu.
“Setelah kami melakukan RDP dan menggelar rapat internal di kantor untuk merapikan semua laporan sebelum disampaikan kepada Wali Kota, kami menemukan bahwa setelah seluruh laporan pertanggungjawaban bulan Februari dimasukkan, sisa anggaran yang sebenarnya adalah Rp5,4 miliar. Itu adalah angka riilnya saat ini,” ujar Awal Yanto.
Terkait dengan pengembalian dana, Awal Yanto menegaskan bahwa sesuai ketentuan, pengembalian dana sisa anggaran baru bisa dilakukan setelah seluruh tahapan Pemilu selesai.
“Kami sebagai KPU daerah menjalankan perintah dari KPU RI. Jika ada instruksi untuk melakukan Focus Group Discussion (FGD) atau evaluasi, kami wajib melaksanakannya sesuai dengan surat dinas yang diterbitkan KPU RI dan KPU Provinsi,” jelasnya.
Saat ini, salah satu tahapan akhir yang sedang berlangsung adalah pemeriksaan oleh Badan Pemeriksa Keuangan (BPK) RI, yang akan berlangsung selama 90 hari, mulai Januari hingga Mei 2024.
Dalam Peraturan Menteri Dalam Negeri (Permendagri) No. 41 Tahun 2020, disebutkan bahwa sisa anggaran dari pemerintah daerah wajib dikembalikan dalam jangka waktu paling lambat tiga bulan setelah pengusulan dan pengesahan Wali Kota terpilih.
“Pengesahan dan pengusulan Wali Kota Parepare terpilih dilakukan pada 5 Februari 2024. Jika dihitung dari tanggal tersebut, maka batas akhir pengembalian sisa anggaran adalah 5 Mei 2024,” ujar Awal Yanto.
Ia juga menegaskan bahwa jika melewati batas waktu tersebut dan dana belum dikembalikan, maka KPU Parepare akan bertanggung jawab penuh dan siap untuk ditindaklanjuti sesuai ketentuan yang berlaku.
Ia merujuk pada Undang-Undang Nomor 10 Tahun 2016 Pasal 166 yang menyebutkan bahwa pemilihan kepala daerah dibiayai oleh anggaran belanja daerah (APBD).
Namun, dalam praktiknya, sesuai dengan Peraturan Menteri Keuangan (PMK) Nomor 89/PMK.05/2016 dan 99/PMK.05/2017, status anggaran APBD yang digunakan untuk pemilihan kepala daerah berubah menjadi bagian dari Anggaran Pendapatan dan Belanja Negara (APBN).
Oleh karena itu, pertanggungjawaban keuangan dilakukan secara langsung kepada KPU RI dan memiliki kewenangan untuk memerikasa adalah BPK RI.
Ketua KPU Parepare menegaskan bahwa pengelolaan anggaran Pemilu dilakukan sesuai dengan ketentuan yang berlaku. Ia juga mengingatkan bahwa batas waktu pengembalian sisa anggaran masih dalam rentang waktu yang diatur dalam Permendagri, yakni hingga 5 Mei 2024.
Dengan pernyataan ini, KPU Kota Parepare berharap agar polemik terkait anggaran dapat diselesaikan dengan pemahaman yang lebih jelas berdasarkan aturan yang berlaku.
