“Ini bukan sekadar kelalaian. Ini pembiaran sistematis. Lapas bukan lagi tempat pembinaan, tapi jadi pusat distribusi narkotika murah,” kata Tenri Wara, Ketua LSM Pemerhati Kebijakan Anti Korupsi dan Anti Represi (PAKAR).
Dalam pernyataannya kepada wartawan, Rabu (31/7), Tenri menyatakan pihaknya tidak akan tinggal diam. Ia menuding Lapas Parepare mengalami “pembusukan moral institusional” dan berjanji akan melayangkan laporan resmi ke Kementerian Hukum dan HAM pusat.
“Kami juga akan gelar aksi damai di depan Lapas Parepare dan Kantor Wilayah Kemenkumham Sulsel dalam waktu dekat. Ini bentuk perlawanan sipil terhadap praktik ilegal di institusi negara,” tegasnya.
Empat Tuntutan LSM PAKAR:
– Evaluasi total terhadap Kepala Lapas dan seluruh jajaran petugas yang terlibat.
– Audit internal menyeluruh oleh Kemenkumham serta pengawasan dari Ombudsman dan Komnas HAM.
– Penempatan petugas baru yang bersih, profesional, dan berintegritas.
– Penegakan hukum tegas terhadap pelaku praktik rentenir dan peredaran narkoba di dalam lapas.
Apa yang terjadi di Lapas Kelas II Parepare bukan lagi soal pelanggaran disiplin internal. Ini adalah refleksi dari kegagalan sistem pemasyarakatan nasional. Bila tak ada tindakan serius dari pemerintah, maka kepercayaan publik terhadap lembaga peradilan dan pemasyarakatan bisa runtuh total.
