Notifedia.com, Parepare – Persetujuan Anggaran Pendapatan dan Belanja Daerah (APBD) oleh DPRD kerap dianggap sebagai tahap akhir sebelum anggaran dapat langsung dilaksanakan. Namun anggapan tersebut dinilai keliru.
Faktanya, masih terdapat sejumlah tahapan krusial yang harus dilalui sebelum APBD benar-benar sah dan dapat direalisasikan.
Hal ini disoroti oleh LSM Laskar Indonesia Kota Parepare, Sofyan menyusul beredarnya data Postur APBD Kota Parepare Tahun 2025 yang bersumber dari Sistem Informasi Pemerintahan Daerah (SIPD) RI, dengan realisasi hingga Desember 2025.
Berdasarkan data tersebut, Pendapatan Daerah Parepare tahun 2025 ditargetkan sebesar Rp967,60 miliar, dengan realisasi mencapai Rp826,35 miliar atau 85,40 persen. Sementara Belanja Daerah dianggarkan sebesar Rp989,02 miliar, namun realisasinya baru Rp689,17 miliar atau 69,68 persen.
Sofyan menegaskan bahwa persetujuan DPRD bukanlah akhir dari proses APBD. Setelah disetujui bersama antara DPRD dan kepala daerah, dokumen APBD masih harus melalui evaluasi di tingkat Pemerintah Provinsi.
“Setelah persetujuan, APBD wajib dievaluasi oleh gubernur sebagai wakil pemerintah pusat. Hasil evaluasi itu kemudian menjadi dasar penerbitan nomor register APBD,” ungkap perwakilan Laskar Indonesia Parepare.
Nomor register inilah yang menjadi syarat mutlak agar APBD dapat terdaftar di SIPD RI. Tanpa terdaftar di SIPD RI, maka APBD tidak dapat dilaksanakan, baik APBD Pokok maupun APBD Perubahan.
Sofyan menekankan bahwa SIPD RI adalah sistem pengendali utama pelaksanaan anggaran daerah. Jika APBD tidak terdaftar akibat keterlambatan atau tidak keluarnya nomor register, maka secara sistem anggaran tersebut tidak sah untuk dieksekusi.
“Kalau tidak terdaftar di SIPD RI, maka tidak bisa dilakukan penyerapan anggaran. Ini berlaku untuk APBD Pokok maupun APBD Perubahan,” tegasnya.
Yang menjadi sorotan serius, menurutnya, adalah APBD Perubahan Kota Parepare Tahun 2025. Berdasarkan penelusuran mereka, terdapat indikasi bahwa nomor register APBD Perubahan keluar melewati batas waktu yang ditentukan.
Diketahui, batas waktu penerbitan nomor register adalah maksimal 30 hari setelah persetujuan DPRD. Sementara persetujuan APBD Perubahan Parepare disebut berlangsung pada 24 September 2025.
“Jika benar nomor register baru keluar sekitar 25 Oktober 2025, maka itu sudah melewati batas 30 hari. Secara sistem, kondisi seperti ini lazimnya berpotensi tertolak atau bermasalah di SIPD RI,” ungkap Sofyan.
LSM Laskar Indonesia menilai persoalan ini penting untuk diketahui publik agar tidak terjadi kesalahpahaman bahwa anggaran otomatis berjalan setelah disetujui DPRD.
Mereka mendorong adanya transparansi pemerintah daerah, khususnya terkait status pendaftaran APBD di SIPD RI, termasuk kejelasan nomor register dan tanggal penerbitannya.
“Ini bukan sekadar administratif. Ini menyangkut sah atau tidaknya pelaksanaan anggaran daerah,” tutupnya.
