    Telah Setahun, Negara Melupakan Jasa dr. Soeharto dan Warisan PKBI

    Satu tahun telah berlalu sejak Gedung Pusat Perkumpulan Keluarga Berencana Indonesia (PKBI) di kawasan Hang Jebat, Jakarta Selatan, diambil alih secara sepihak oleh Kementerian Kesehatan. Peristiwa yang terjadi pada 10 Juli 2024 itu menyisakan luka mendalam, tidak hanya bagi jajaran PKBI, tetapi juga bagi sejarah panjang perjuangan kesehatan masyarakat di Indonesia.

    Gedung bersejarah yang telah berdiri sejak tahun 1970 itu dulunya dibangun di atas tanah hibah dari Pemerintah Provinsi DKI Jakarta sebagai bentuk dukungan terhadap gerakan keluarga berencana yang digagas oleh dr. Soeharto—tokoh nasional, pendiri PKBI, dokter pribadi Presiden Soekarno, sekaligus pendiri Ikatan Dokter Indonesia (IDI).

    Namun, tanpa proses serah terima yang jelas dan tanpa penghargaan terhadap nilai historisnya, gedung tersebut diambil alih oleh Kementerian Kesehatan dengan dukungan Satpol PP dan hanya bermodalkan surat hak pakai dari ATR/BPN. Sejak saat itu, PKBI tidak lagi memiliki akses terhadap kantor pusat yang telah menjadi pusat kegiatan mereka selama lebih dari lima dekade.

    “Gedung itu bukan sekadar bangunan. Ia adalah simbol perjuangan, tempat pelatihan ribuan Petugas Lapangan Keluarga Berencana (PLKB), tempat pendampingan perempuan dan anak di pelosok negeri, serta titik awal lahirnya BKKBN,” ungkap perwakilan PKBI dalam pernyataan resminya.

    PKBI yang lahir pada tahun 1957 berangkat dari kepedulian terhadap tingginya angka kematian ibu di Indonesia—saat itu mencapai 1.500 per 100.000 kelahiran hidup. Di tengah keterbatasan pemerintah dalam menjangkau layanan kesehatan, PKBI hadir sebagai kekuatan masyarakat sipil yang mengisi ruang-ruang kosong dengan pelayanan kesehatan reproduksi, edukasi, hingga advokasi di seluruh penjuru negeri.

    Perjalanan panjang PKBI membuahkan hasil nyata. Angka kematian ibu terus menurun dari tahun ke tahun: dari 1.500 (1957), menjadi 650 (1987), 307 (2000), dan 230 (2020). Kini, Indonesia menatap target 183 kematian per 100.000 kelahiran hidup pada tahun 2025, sebagaimana ditetapkan dalam agenda SDGs dan RPJMN—angka yang tidak terlepas dari kontribusi PKBI yang bekerja dalam diam, penuh kasih, di 25 provinsi, 186 kabupaten/kota, dan didukung oleh lebih dari 3.300 relawan.

    Namun kini, warisan perjuangan itu terancam hilang. PKBI menyatakan bahwa pendudukan gedung dilakukan tanpa kejelasan hukum dan tanpa penghormatan atas pengabdian yang telah diberikan kepada bangsa.

    “Kami tidak menginginkan konflik. Kami menginginkan keadilan. Kami tidak mendambakan kemewahan. Kami hanya meminta penghormatan atas jejak dan pengabdian,” tulis mereka.

    Untuk itu, PKBI menyampaikan lima tuntutan resmi kepada Kementerian Kesehatan, khususnya Direktorat Jenderal Tenaga Kesehatan (Dirjen Nakes), antara lain:

    1. Kompensasi layak atas pemanfaatan gedung PKBI secara sepihak tanpa izin.
    2. Pernyataan tertulis yang mengikat hukum terkait komitmen alokasi kembali ruang gedung kepada PKBI.
    3. Izin penggunaan gedung tanpa batas waktu, selama PKBI tetap menjalankan program-program kesehatan dan kemanusiaan.
    4. Penghapusan kewajiban sewa gedung dengan mempertimbangkan kontribusi historis PKBI.
    5. Penggunaan alamat Gedung Hang Jebat III/F.3 sebagai alamat resmi operasional dan korespondensi PKBI.

    “Apakah jasa hanya dikenang saat upacara? Apakah pengabdian harus kalah oleh kekuasaan administratif?”

    Kini, di tengah keheningan yang telah berjalan selama setahun, PKBI kembali bersuara—bukan hanya untuk menuntut hak, tetapi juga untuk memastikan bahwa perjuangan dr. Soeharto dan jutaan relawan kesehatan tidak terhapus dari ingatan bangsa.

    “Telah setahun kami menunggu. Kami tidak akan berhenti berharap,” tulis pernyataan PKBI menutup seruan mereka.
