Evaluasi ini dilakukan melalui pendekatan kuantitatif dan kualitatif, dalam kerangka manajemen risiko korupsi (corruption risk management), guna mengidentifikasi area rawan penyimpangan serta mengevaluasi performa pengendalian internal dan sistem akuntabilitas publik.
Kategori “Terjaga” dalam MCSP diberikan kepada pemerintah daerah yang memperoleh skor di atas 80 persen, sebagai indikator tata kelola pemerintahan yang transparan, akuntabel, serta memiliki sistem pencegahan korupsi yang efektif.
