Notifedia.com, Parepare – DPRD Kota Parepare melalui Komisi I menggelar Rapat Dengar Pendapat (RDP) terkait rencana pembentukan Satuan Tugas (Satgas) Kelurahan. Rapat yang dilaksanakan di Ruang Paripurna DPRD ini dipimpin langsung oleh Ketua Komisi I Kamaluddin Kadir, didampingi Ketua DPRD Kaharuddin Kadir, serta dihadiri anggota Komisi I seperti Asy’ari Abdullah, Acmad Ariady, dan Ahmad Zulfikar.
RDP ini turut dihadiri oleh Asisten I Setda Kota Parepare, Kepala Bagian Pemerintahan, Hukum, dan Keuangan, serta para camat dan seluruh lurah se-Kota Parepare.
Ketua Komisi I, Kamaluddin Kadir, dalam forum tersebut menekankan perlunya merujuk pada regulasi yang jelas dalam membentuk lembaga masyarakat di tingkat kelurahan. Ia menyinggung bahwa sesuai Peraturan Menteri Dalam Negeri Tahun 2018, yang seharusnya diperkuat adalah Lembaga Kemasyarakatan Kelurahan (LKK) seperti RT, RW, Posyandu, Karang Taruna, hingga LPMK, bukan membentuk lembaga baru yang potensial tumpang tindih.
“Saya khawatir Satgas ini akan mengambil alih fungsi-fungsi yang selama ini sudah dijalankan RT dan RW. Kalau kolektor PBB saja masih kesulitan, jangan lagi dibebani tugas tambahan seperti penarikan retribusi sampah atau penyaluran bantuan,” ujar Kamaluddin.
Sementara itu, Ketua DPRD Kaharuddin Kadir mengingatkan agar program seperti Satgas Kelurahan memiliki dasar hukum dan relevansi yang kuat dengan arah kebijakan nasional, termasuk arahan Inpres terkait pengendalian inflasi dan perlindungan sosial.
“Jangan sampai program ini hanya sekadar proyek temporer yang tidak menyentuh akar permasalahan. Kalau alasan pembentukan Satgas karena penagihan retribusi tidak optimal, maka solusinya adalah pelimpahan kewenangan ke kecamatan, bukan menambah beban kolektor,” kata Kaharuddin.
Kritik juga disampaikan Anggota Komisi I, Asy’ari Abdullah. Ia menilai bahwa pembentukan Satgas justru berpotensi melemahkan legitimasi dan peran lembaga RT/RW di mata masyarakat.
“Ini seperti ada upaya pelemahan terhadap lembaga resmi yang sudah sah. Kalau RT dan RW dianggap lemah, solusinya bukan membuat lembaga tandingan, tapi justru memperkuat RT/RW dengan tambahan insentif dan peningkatan kapasitas,” tegas Asy’ari.
Ia menilai bahwa RT/RW adalah ujung tombak pelayanan masyarakat yang bekerja tanpa batas waktu, bahkan dalam kondisi darurat sekalipun. Sementara Satgas, menurutnya, hanya bersifat temporer dengan masa kerja terbatas.
RDP ditutup dengan desakan dari Komisi I agar pemerintah kota lebih cermat dalam merancang kebijakan dan menghindari kebijakan yang justru menciptakan konflik horizontal di masyarakat. DPRD meminta agar penguatan kelembagaan RT/RW serta LPMK menjadi prioritas utama, dibanding pembentukan struktur baru yang belum jelas urgensinya.
