Notifedia.com, Parepare — Rapat Paripurna DPRD Kota Parepare yang diagendakan untuk membahas Penyerahan rancangan awal RPJMD 2025-2029 kembali gagal digelar untuk ketiga kalinya.
Ketua DPRD Parepare, Kaharuddin Kadir, secara resmi membatalkan pelaksanaan rapat tersebut dengan alasan ketidakterpenuhinya kuorum dan meningkatnya keresahan internal DPRD terhadap kebijakan Pemerintah Kota (Pemkot) Parepare. Jum’at, (2/5/25).
“Rapat ini kami batalkan. Bukan hanya karena belum kuorum, tapi juga karena adanya keresahan yang cukup serius dari teman-teman di DPRD terhadap Pemkot,” tegas Kaharuddin saat memberikan keterangan kepada wartawan.
Ia menjelaskan bahwa hingga waktu yang telah ditetapkan, jumlah kehadiran anggota DPRD tidak mencapai batas minimal dua pertiga dari total anggota, sebagaimana diatur dalam tata tertib lembaga.
Namun, yang lebih disorot adalah suasana kebatinan dan kepercayaan antara lembaga legislatif dan eksekutif yang saat ini tengah mengalami ketegangan.
“Ini bukan hanya soal teknis kehadiran. Kami melihat adanya kegelisahan dan kekecewaan di kalangan anggota DPRD, khususnya terkait sikap Pemkot yang kerap mengambil kebijakan strategis tanpa melibatkan DPRD, seperti dalam hal efisiensi anggaran,” ungkap Kaharuddin.
Salah satu puncak keresahan muncul saat Pemerintah Kota melakukan pemangkasan anggaran media hingga 75 persen tanpa melalui proses komunikasi dan koordinasi dengan pimpinan DPRD.
Keputusan itu, menurut Kaharuddin, melanggar prinsip kemitraan dan etika pemerintahan yang seharusnya dijalankan secara bersama.
“Kami ini lembaga yang setara. Bukan hanya pelengkap. Kalau ada kebijakan penting seperti pergeseran anggaran, apalagi menyangkut APBD, mestinya duduk bersama. Bukan sepihak,” ujarnya.
Kaharuddin menambahkan bahwa kondisi saat ini tidak hanya menghambat proses legislasi, tapi juga dapat menciptakan preseden buruk dalam hubungan antara eksekutif dan legislatif di Parepare.
“Kita harus perbaiki ini bersama. DPRD siap berdiskusi, asal semua berjalan sesuai mekanisme dan regulasi. Jangan lagi ada yang merasa bisa berjalan sendiri tanpa melibatkan mitra resminya,” tegasnya.
Dengan pembatalan rapat ini, DPRD akan menjadwalkan ulang Rapat paripurna penyerahan rancangan awal RPJMD 2025-2029 dalam waktu dekat, dengan harapan situasi membaik dan komunikasi antara kedua lembaga bisa terbangun kembali.
