Notifedia.com, Parepare – Menyikapi desakan yang dilayangkan oleh pihak Yayasan Gamaliel kepada Pemerintah Kota Parepare terkait izin operasional satuan pendidikan yang mereka kelola, Pemerintah Kota menegaskan bahwa proses pengajuan izin harus mematuhi seluruh ketentuan teknis dan administratif sebagaimana diatur dalam regulasi pendidikan nasional.
Asisten I Pemerintahan dan Kesra Kota Parepare, Dede, dalam keterangannya melalui Telpon WhatsApp menjelaskan. Jum, at (11/7/25).
“Pemerintah Kota Parepare tidak pernah menutup ruang bagi tumbuhnya lembaga pendidikan swasta. Kami mendukung sepenuhnya semua inisiatif pendidikan yang berorientasi pada kualitas. Namun, dukungan tersebut tentu harus berjalan dalam koridor hukum dan ketentuan yang berlaku.”
Ia menekankan bahwa proses pemberian izin operasional bukan semata-mata formalitas administratif, tetapi harus menjamin terpenuhinya standar nasional pendidikan, termasuk kualifikasi tenaga pendidik dan sarana prasarana.
“Kalau suatu sekolah tidak mampu menghadirkan guru yang memiliki latar belakang pendidikan yang sesuai dengan mata pelajaran yang diajarkan, maka itu bukan persoalan administratif semata, tapi menyangkut kualitas dan keselamatan masa depan peserta didik. Apakah kita mau anak-anak diajar oleh guru yang tidak punya kompetensi formal? Itu prinsip yang tidak bisa ditawar,” ujar Dede dengan tegas.
Ia juga menambahkan menanggapi hasil rapat Forkopimda 30 Juni lalu yang disebut menjadi dasar agar izin segera dikeluarkan, Dede menjelaskan bahwa kesepakatan tersebut bersifat normatif dan tetap harus ditindaklanjuti dengan pemenuhan syarat teknis di lapangan.
Sementara itu, Kepala Dinas Pendidikan dan Kebudayaan Kota Parepare, Makmur, menjelaskan lebih detail ihwal situasi teknis yang menjadi dasar belum dikabulkannya permohonan izin Sekolah Gamaliel.
“Hingga saat ini, pihak Gamaliel belum pernah menyampaikan kepada kami bukti keberadaan guru olahraga yang memiliki kualifikasi S-1 Pendidikan Jasmani sesuai ketentuan. Ini bukan persyaratan tambahan dari Pemerintah Daerah, tapi merupakan amanat dari Permendikbud Nomor 36 Tahun 2014 tentang Pedoman Pendirian Satuan Pendidikan.”
Makmur menambahkan bahwa pihaknya telah beberapa kali memberikan arahan kepada perwakilan Yayasan Gamaliel agar menyempurnakan seluruh komponen penyelenggaraan pendidikan, mulai dari struktur kurikulum, rasio guru-murid, hingga kualifikasi tenaga pendidik.
“Kami tidak pernah menghambat. Yang terjadi adalah pihak yayasan belum menyempurnakan persyaratan. Kalau semua dokumen dan standar teknis sudah terpenuhi, tidak ada alasan bagi kami untuk menolak. Kami bukan institusi yang bekerja berdasarkan like or dislike,” tegas Makmur.
Ia mengingatkan bahwa jangan sampai opini publik dibentuk seolah Pemerintah Kota mempersulit izin operasional lembaga pendidikan swasta, padahal yang terjadi adalah belum lengkapnya tanggung jawab profesional dari pihak yayasan.
lanjutnya bahwa Sekolah dasar juga harus memiliki paling sedikit enam rombongan belajar (rombel) dari kelas I sampai kelas VI. Kami tidak bisa mengeluarkan izin untuk sekolah dasar yang hanya memiliki tiga atau empat kelas. Itu jelas diatur dalam pasal 5 ayat (3) Permendikbud 36/2014
Hal ini penting untuk menjamin keberlanjutan pendidikan siswa dari kelas I sampai VI dalam satu satuan pendidikan. Menurutnya, membuka sekolah dasar tanpa menyusun jenjang kelas lengkap justru akan menimbulkan ketidakpastian bagi masa depan peserta didik.
Dinas Pendidikan Parepare menegaskan pihaknya telah berulang kali memberikan arahan dan pendampingan kepada pihak Yayasan Gamaliel agar menyempurnakan seluruh dokumen, termasuk struktur kurikulum, kelengkapan sarana, serta data lengkap guru sesuai kualifikasi.
“Kami terbuka untuk memproses kapan saja jika semua syarat terpenuhi. Tapi kami juga tidak akan mentolerir jika ada tekanan untuk melanggar regulasi. Kami ingin pendidikan swasta tumbuh, tapi dengan bertanggung jawab,” tutup Makmur.
