Notifedia.com, PAREPARE — Ketua Bakorcab Fokusmaker Kota Parepare, Muh Ikbal, muncul sebagai suara paling lantang dalam polemik proyek pembangunan toilet sekolah bernilai Rp160–168 juta. Minggu, (16/11/25).
Alih-alih meredakan sorotan publik, klarifikasi Sekretaris Daerah (Sekda) Parepare, Amarun Agung Hamka, justru memantik kritik lebih keras dari aktivis yang dikenal kritis itu.
Dalam pernyataannya, Sekda Hamka menyebut nilai kontrak Rp160–168 juta hanyalah “batas maksimal anggaran”, bukan jumlah pembayaran final.
Ia mengatakan bahwa jika realisasi lebih rendah, sisa anggaran akan kembali menjadi SILPA. Namun bagi Ikbal, pernyataan tersebut justru menunjukkan lemahnya analisis dan transparansi pemerintah kota.
Menurut Ikbal, seorang Sekda seharusnya memberikan penjelasan yang detail, berbasis data, dan analitis, bukan sekadar pernyataan normatif yang terdengar menenangkan publik.
“Klarifikasi prematur seperti ini hanya memperlihatkan kelemahan struktural Pemerintah Kota Parepare. Publik tidak butuh kalimat menyejukkan publik butuh data, angka, dan akuntabilitas,” tegasnya.
Ia menilai bahwa dalih “batas maksimal anggaran” tidak otomatis membenarkan lonjakan nilai kontrak yang dinilai jauh melebihi kebutuhan riil.
Ikbal menyoroti selisih besar antara nilai kontrak dan realisasi yang diakui pemerintah. Hal itu, menurutnya, bukan sekadar masalah teknis, melainkan indikasi perencanaan anggaran yang boros dan tidak akurat.
Ia mengutip dasar hukum yang relevan:
UU 23/2014 Pasal 298 ayat (1): belanja daerah wajib efisien, ekonomis, efektif, dan bertanggung jawab.
Permendagri 77/2020 Pasal 3 huruf (c) dan (d): mengharuskan prinsip efisiensi dan value for money dalam penyusunan anggaran.
“SILPA yang lahir dari perencanaan boros bukan prestasi. Itu bukti rapuhnya manajemen keuangan daerah,” ujar Ikbal.
Inpres 1/2025 Tidak Relevan untuk Menutupi Kelemahan Teknis
Hamka sebelumnya mengaitkan proyek toilet ini dengan Instruksi Presiden Nomor 1 Tahun 2025 tentang pengalihan anggaran ke program prioritas. Namun, bagi Ikbal, hal tersebut sama sekali tidak menjawab substansi persoalan.
“Inpres tidak bisa menjadi karet untuk menutupi kekeliruan teknis. Penerapan ASB dan SHSR itu wajib, bukan opsional. Kalau nilainya tidak sesuai kebutuhan lapangan, itu cacat perencanaan,” jelasnya merujuk Permendagri 77/2020 Pasal 105.
Ikbal juga mempertanyakan mengapa Pemerintah Kota Parepare belum membuka dokumen penting seperti HPS, RAB, dan kontrak proyek. Padahal, menurut undang-undang, dokumen tersebut merupakan informasi publik.
Ia menekankan dua regulasi utama:
UU 23/2014 Pasal 391: pemerintah wajib membuka dokumen pengadaan.
UU 14/2008 KIP: menegaskan akses publik terhadap informasi keuangan dan pembangunan.
“Tanpa dokumen, pernyataan Sekda hanyalah simbol. Bukan akuntabilitas, bukan klarifikasi,” ujarnya.
Ikbal bahkan melontarkan sindiran keras mengenai budaya elite pemerintahan kota yang menurutnya lebih sibuk membangun citra dibanding memperbaiki tata kelola.
“Mengelola keuangan daerah tidak sama dengan memandang senja di Pantaiku atau nongkrong 23:36 bersama wali kota dan pimpinan DPRD di pelataran masjid terapung. Keuangan publik itu tanggung jawab institusional, bukan panggung pencitraan,” tegasnya.
Lebih jauh, Ikbal menilai persoalan ini bukan sekadar proyek toilet, melainkan gejala buruknya partisipasi publik dalam sistem perencanaan daerah.
Menurutnya, mekanisme Musrenbang selama ini hanya formalitas. Tanpa partisipasi publik yang bermakna, pengawasan terhadap anggaran hanya menjadi ritual administratif yang tidak menyentuh substansi.
“Situasi ini seperti bara dalam sekam. Tenang di permukaan, tetapi menyimpan potensi kerugian publik dan konflik lebih besar bila tidak segera dibenahi,” tutupnya.
