Notifedia.com, Sidrap — Menanggapi tuduhan dugaan pungutan liar (pungli) dalam proses relokasi pedagang Pasar Lawawoi, Kepala UPTD Pasar Lawawoi Muhammad Rusdin memberikan klarifikasi sekaligus hak jawabnya.
Dalam pernyataannya, ia membantah keras adanya pemerasan maupun pungutan di luar ketentuan resmi.
Menurut Kepala UPTD, seluruh proses pemindahan dan penempatan kios maupun los di Pasar Lawawoi sudah berdasarkan prinsip swadaya dan hasil musyawarah dengan para pedagang.
“Sejak awal sudah disepakati, pelataran dikenai swadaya Rp1,9 juta, los Rp4 juta, dan kios Rp8 juta. Ini bukan harga jual tempat, melainkan sumbangan swadaya pembangunan,” jelasnya.
Kepala UPTD mengaku heran dengan tuduhan adanya permintaan Rp35 juta hingga Rp50 juta untuk tempat. Ia menegaskan tidak pernah memaksa atau menentukan tarif di luar kesepakatan.
“Yang terjadi, ada pedagang yang ingin lokasi lebih strategis, yaitu di bagian depan pasar. Saya hanya sampaikan, untuk tempat yang di depan itu, sudah ada pemiliknya dan ada yang berani menawar 25 sampai 50 juta. Itu pun antar sesama pedagang, bukan dari kami pihak pasar,” tuturnya.
Ia melanjutkan, “Saya hanya bilang kepada keluarga pedagang tersebut bahwa kalau mau tempat yang lebih luas dan strategis, harganya memang beda karena semua kios itu sudah ada pemilik swadaya masing-masing. Tidak ada paksaan, tidak ada keharusan membayar lebih.”
Lebih jauh, Kepala UPTD juga menyoroti sikap pedagang yang melaporkan dugaan pemerasan ke pihak kepolisian. Menurutnya, tuduhan tersebut tidak berdasar.
“Yang bersangkutan juga berupaya mempengaruhi pedagang lain untuk tidak membayar swadaya, dengan mengatakan pemerintah akan bertanggung jawab penuh. Padahal ini sudah kesepakatan sejak awal pembangunan pasar,” tambahnya.
Dalam proses relokasi, kata Kepala UPTD, mayoritas pedagang justru telah memahami mekanisme swadaya tersebut dan telah menyetorkan pembayaran 50% lebih dulu agar dapat menempati tempat baru.
“Semua pedagang sepakat. Setiap rapat yang kami lakukan, tidak ada yang menolak. Ini hanya satu orang yang kemudian mempersoalkannya,” katanya.
Kepala UPTD menegaskan, pihaknya tetap membuka pintu bagi siapa pun yang ingin berkoordinasi secara baik, tanpa ada tekanan ataupun permintaan di luar ketentuan.
“Prinsip kami adalah keadilan dan pelayanan. Tidak mungkin kami mempermainkan tempat pedagang.” tutup Kepala UPTD.
