    DPRD Kota Parepare Minta Penjelasan KPK Terkait Polemik Penganggaran Seragam Sekolah dan Proses Pengesahan APBD Saat Rakor

    Notifedia.com, Parepare – Suasana rapat koordinasi antara Anggota DPRD Kota Parepare dan Komisi Pemberantasan Korupsi (KPK) RI berlangsung hangat dan penuh dinamika yang berlangsung di Ruang paripurna DPRD. Selasa, (2/12/25).

    Para legislator menyampaikan berbagai persoalan yang muncul dalam proses pembahasan dan pengesahan APBD 2025, khususnya terkait polemik penganggaran seragam sekolah serta ketidakhadiran Wali Kota dalam rapat paripurna pengesahan anggaran.

    Dalam pertemuan tersebut, sejumlah anggota DPRD menyampaikan keresahan, kecurigaan, hingga teknis yang dianggap tidak sesuai regulasi, dan meminta pandangan KPK agar tidak terjadi kesalahan prosedur yang dapat berimplikasi hukum.

    Anggota DPRD Sappe menjadi salah satu yang paling vokal. Ia mempertanyakan dasar hukum penganggaran seragam SMA–SMK yang menurutnya merupakan kewenangan pemerintah provinsi.

    Sappe menjelaskan bahwa DPRD sempat melonggarkan anggaran dari Rp2 miliar menjadi Rp3 miliar, selama regulasi pendukungnya dipenuhi.

    Namun, polemik kemudian muncul karena program tersebut disebut-sebut belum disiapkan dalam penganggaran awal, dan pelaksana teknis di lapangan menyebut terjadi kesalahan dalam proses tender.

    Bahkan, Sappe mengungkap bahwa beberapa pejabat pelaksana kegiatan (PPK) merasa tertekan dan tidak bersedia melanjutkan proses karena khawatir terseret masalah hukum.

    “Kami melihat anggaran yang begitu besar tidak sebanding dengan asas manfaat kepada masyarakat. Jangan-jangan ada ‘udang di balik batu’, bahkan ada yang bilang teknologi pemenangnya sudah siap,” ujar Sappe dalam rapat.

    Anggota DPRD Andi Fudail memaparkan kronologi panjang pembahasan APBD 2025, mulai dari konsultasi komisi, pembahasan Banggar, finalisasi, hingga paripurna. Ia menegaskan bahwa seluruh mekanisme formal telah dilalui bersama tim TAPD pemerintah.

    Namun kekecewaan muncul ketika Wali Kota dan sebagian jajaran eksekutif tidak hadir pada paripurna pengesahan anggaran.

    “Kami sudah undang Wali Kota. Yang hadir hanya Asisten I dan bagian hukum, itu pun bukan untuk pengesahan. Saat hendak masuk ke sesi pengesahan, Wali Kota menyampaikan tidak bersedia hadir. Ini yang membuat masyarakat bertanya-tanya, apakah APBD ini sah atau tidak,” jelas Fudail.

    Menurutnya, DPRD menilai proses tersebut sah secara politik karena seluruh prosedur telah dilalui. Namun sebagian pihak menganggap tidak sah karena tidak ada tanda tangan Wali Kota dalam persetujuan bersama.

    Husain, anggota DPRD lainnya, kembali menegaskan kebingungan masyarakat terkait absennya pihak eksekutif dalam tahap akhir.

    “Rasa-rasanya katanya tidak sah karena tidak terjadi kesepakatan bersama. Bagaimana interpretasi hukumnya? Kami butuh penjelasan,” ujarnya.

    Ia juga mempertanyakan praktik penganggaran kegiatan yang ditetapkan terlebih dahulu, sementara regulasi teknis disusulkan kemudian—atau bahkan tidak dilaksanakan sama sekali.

    Tri Budi dari KPK memberikan penjelasan teknis mengenai tahapan perencanaan dan penganggaran sesuai aturan.

    Ia menegaskan bahwa:

    1. Seluruh program harus masuk sejak tahap penyusunan RKPD
    Jika seragam sekolah tidak masuk sebagai prioritas sejak awal, mestinya tidak tiba-tiba muncul di pembahasan akhir.

    2. KUA–PPAS adalah dasar prioritas anggaran
    Bila item seragam sudah masuk pada KUA–PPAS, itu berarti dianggap prioritas oleh DPRD dan pemerintah.

    3. Paripurna tanpa eksekutif adalah situasi sensitif
    Menurutnya, keabsahan harus diuji berdasar regulasi dan tata tertib DPRD.

    4. Jika program dianggap bermasalah, solusi yang tepat adalah audit dan review Inspektorat atau BPKP
    Hal ini agar tidak hanya berbasis kecurigaan atau dugaan.

    “Dokumen perencanaan dan penganggaran harus konsisten. Kalau ada masalah pada program, jalurnya adalah review aparat pengawasan internal. Rekomendasi APIP nanti menjadi dasar apakah program boleh dilaksanakan atau tidak,” jelas Tri Budi.

    Ia menegaskan KPK tidak memberi penilaian sah atau tidaknya APBD, tetapi meminta pemerintah dan DPRD meninjau regulasi internal serta hasil evaluasi gubernur.

    Meski diselimuti berbagai polemik, semua anggota DPRD sepakat bahwa prinsip kehati-hatian harus dikedepankan agar tidak terjadi penyalahgunaan anggaran yang dapat merugikan daerah.

    “Kami ini tidak pernah lihat uangnya, tiba-tiba bisa jadi tersangka kalau salah tanda tangan. Kami hanya ingin APBD berpihak pada rakyat,” tegas Sappe.

    Pertemuan DPRD bersama KPK menghasilkan beberapa poin penting:

    KPK memberikan panduan regulatif terkait proses penyusunan dan pengesahan APBD.

    DPRD meminta kejelasan hukum atas status pengesahan APBD tanpa tanda tangan Wali Kota.
