    Mahasiswa GEMPAR Bertemu DPRD Parepare, Suarakan Aspirasi dan Tuntutan Perubahan

    Parepare, – Gabungan Mahasiswa Kota Parepare (GEMPAR) menggelar Aksi di depan DPRD Kota Parepare dan di terima di ruangan paripurna DPRD Kota Parepare. pertemuan dengan Dewan Perwakilan Rakyat Daerah (DPRD) Kota Parepare guna menyampaikan aspirasi dan tuntutan terkait berbagai isu kebijakan daerah maupun nasional.

    Dalam pertemuan yang berlangsung dinamis tersebut, mahasiswa menyuarakan lima tuntutan utama yang mereka anggap penting demi kesejahteraan masyarakat dan keberlanjutan pembangunan di Kota Parepare. Rabu, (26/2/25).

    Para Massa Aksi di terima oleh Ketua DPRD Kaharuddin Kadir, Wakil Ketua DPRD Suyuti, serta sejumlah anggota DPRD lainnya, mahasiswa menyampaikan lima tuntutan utama, yaitu:

    1. Pencabutan IPRES Nomor 1 Tahun 2025 Mahasiswa menuntut pencabutan Instruksi Presiden (IPRES) Nomor 1 Tahun 2025 tentang efisiensi belanja dalam pelaksanaan Anggaran Pendapatan dan Belanja Negara (APBN) serta Anggaran Pendapatan dan Belanja Daerah (APBD) Tahun Anggaran 2025. Mereka menilai kebijakan ini akan berdampak negatif terhadap pelayanan publik, termasuk pendidikan dan kesehatan.

    2. Revisi Struktural dan Reformasi NegaraGEMPAR juga menuntut adanya revisi struktural dalam sistem pemerintahan, dengan tujuan meningkatkan efisiensi dan transparansi. Mereka menyoroti berbagai ketimpangan dalam birokrasi yang dinilai memperlambat pembangunan dan pelayanan kepada masyarakat.

    3. Reformasi TNI-Polri atas Tindakan RepresifMahasiswa mendesak adanya revisi terhadap reformasi di tubuh TNI dan Polri, terutama terkait tindakan represif terhadap masyarakat sipil. Mereka menuntut kebijakan yang lebih humanis dan berorientasi pada perlindungan hak asasi manusia.

    4. Evaluasi Program Makan Bergizi Gratis (MBE)Program Makan Bergizi Gratis yang dijalankan pemerintah daerah juga menjadi sorotan. Mahasiswa meminta evaluasi menyeluruh untuk memastikan efektivitas dan transparansi anggaran program tersebut, terutama dalam distribusi manfaat kepada masyarakat yang benar-benar membutuhkan.

    5. Evaluasi Kabinet “Gemuk” atau Kabinet Merah PutihMahasiswa menyoroti struktur kabinet yang dianggap terlalu besar dan kurang efisien dalam menjalankan pemerintahan.

    Mereka menuntut evaluasi menyeluruh untuk memastikan efektivitas serta efisiensi dalam penyelenggaraan pemerintahan.

    Dalam tanggapannya, Ketua DPRD Parepare, Kaharuddin Kadir, menjelaskan bahwa pendidikan menjadi tanggung jawab pemerintah daerah, tetapi dengan keterbatasan Anggaran Pendapatan dan Belanja Daerah (APBD), tidak semua usulan dapat direalisasikan.

    “Jika kita mengangkat 10 ribu orang, maka anggarannya bisa mencapai di atas Rp60 miliar per tahun. Itu angka yang sangat besar untuk APBD kita,” ungkap Kaharuddin.

    Ia menegaskan bahwa APBD Kota Parepare kecil dan masih harus disesuaikan dengan berbagai kebutuhan lainnya. Menurutnya, untuk memenuhi anggaran beasiswa atau pendidikan gratis, perlu ada intervensi dari pemerintah pusat.

    “Alhamdulillah, ini sudah menjadi perhatian pemerintah pusat. Mereka akan membantu dalam perbaikan sarana pendidikan, sementara kita di daerah tetap berupaya mengalokasikan anggaran sesuai kemampuan,” jelasnya.

    Kaharuddin juga mengajak mahasiswa untuk berdiskusi lebih lanjut mengenai APBD jika diperlukan, tetapi menekankan bahwa pembahasan tersebut membutuhkan waktu dan pertimbangan yang matang.

    Di tambahkan Wakil Ketua DPRD, Suyuti, menyatakan dukungannya terhadap aspirasi mahasiswa. Menurutnya, sektor pendidikan dan kesehatan seharusnya tidak terkena pemangkasan anggaran, karena keduanya merupakan sektor krusial bagi masyarakat.

    “Undang-undang telah menetapkan bahwa anggaran pendidikan harus mencapai 20 persen dari APBD. Jika ada pemotongan di tingkat pusat, maka tentu akan berdampak pada kelangsungan biaya kuliah, termasuk program Indonesia Pintar (PIP),” ujar Suyuti.

    Ia menegaskan komitmennya bersama Ketua DPRD dan anggota lainnya untuk menyampaikan aspirasi mahasiswa ke pemerintah pusat.

    “Aspirasi ini bukan hanya isu lokal, tetapi nasional. Kami akan teruskan ke Kementerian Dalam Negeri dan, jika perlu, kami bertiga sebagai pimpinan DPRD akan langsung mengantarkan aspirasi ini ke pusat,” tegasnya.

    Suyuti juga mengingatkan bahwa pemotongan anggaran tidak hanya berdampak pada mahasiswa, tetapi juga pada berbagai sektor, termasuk komunikasi dan transportasi daerah.

    Sedangkan Anggota DPRD Parepare, Sappe, juga menyampaikan dukungannya terhadap perjuangan mahasiswa dalam memperjuangkan hak pendidikan.

    Ia menekankan bahwa negara harus berperan aktif dalam menjamin kesejahteraan masyarakat, bukan justru membebani mereka dengan kebijakan yang merugikan.

    “Negara ini bukan perusahaan, tetapi lembaga yang harus menghidupi masyarakat. Pemerintah harus hadir untuk rakyatnya, bukan sebaliknya,” tegas Sappe.

    Ia juga mengingatkan bahwa pemangkasan anggaran yang terlalu besar bisa berdampak negatif pada Usaha Mikro, Kecil, dan Menengah (UMKM) serta berbagai sektor lain yang bergantung pada kebijakan pemerintah.

    “Kita harus memastikan bahwa kebijakan yang diambil tidak merugikan masyarakat kecil. Jangan sampai kebijakan ini justru membuat UMKM dan usaha lainnya terbebani,” tambahnya.

    Sebagai bentuk komitmen, Sappe meminta agar dalam penyampaian aspirasi ke pemerintah pusat, mahasiswa juga ikut serta sebagai saksi bahwa DPRD Kota Parepare mendukung perjuangan mereka.

    “Jika pimpinan DPRD berangkat ke pusat, mohon mahasiswa juga ikut serta sebagai bukti bahwa DPRD Parepare mendukung gerakan ini dalam upaya penghapusan kebijakan yang merugikan masyarakat,” tutupnya.

    Pertemuan antara mahasiswa GEMPAR dan DPRD Kota Parepare mencerminkan kepedulian bersama terhadap masa depan pendidikan di daerah tersebut.

    Meskipun APBD Kota Parepare terbatas, DPRD berkomitmen untuk membawa aspirasi mahasiswa ke tingkat pusat agar kebijakan pendidikan lebih berpihak pada rakyat.

    Mahasiswa berharap pemerintah pusat bisa mengakomodasi tuntutan mereka, terutama dalam memastikan bahwa pemangkasan anggaran tidak mengorbankan sektor pendidikan dan kesehatan yang sangat vital bagi masyarakat.

    Setelah berdiskusi panjang, pertemuan antara GEMPAR dan DPRD Kota Parepare menghasilkan kesepakatan untuk mencari solusi terbaik demi kepentingan masyarakat.

    Kedua belah pihak sepakat untuk terus menjalin komunikasi dan berkomitmen mendukung upaya mewujudkan perubahan yang lebih baik.

    Kesepakatan ini ditandatangani oleh perwakilan mahasiswa, yaitu Presiden Mahasiswa IAIN Parepare, Presiden Mahasiswa Institut Andi Sabada, dan Presiden Mahasiswa UNM, serta Ketua DPRD Parepare, Kaharuddin Kadir.

    Pertemuan ini menjadi momentum penting bagi mahasiswa dan DPRD Kota Parepare untuk memperjuangkan kebijakan yang lebih berpihak kepada masyarakat.

    Dengan adanya komitmen bersama, diharapkan tuntutan yang disampaikan dapat menjadi perhatian serius bagi pemerintah daerah maupun pusat, sehingga kebijakan yang dihasilkan dapat benar-benar memberikan manfaat nyata bagi rakyat.

    Dinamika politik dan kebijakan di Kota Parepare akan terus berkembang, dan mahasiswa berjanji untuk terus mengawal kebijakan pemerintah dengan kritis dan konstruktif.
