Notifedia.com, Sidrap – Badan Pendapatan Daerah (Bapenda) Kabupaten Sidrap menegaskan, kenaikan Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB-P2) bukan terjadi begitu saja, melainkan berdasarkan pemutakhiran data objek pajak.
Penjelasan itu disampaikan dalam sosialisasi Peraturan Bupati Nomor 4 Tahun 2025 tentang tata cara pemungutan PBB-P2 dan digitalisasi pembayaran pajak daerah, Selasa (20/5/2025), di Kantor Kecamatan Dua Pitue.
Kegiatan dibuka Sekretaris Kecamatan Dua Pitue, Muhlisar, didampingi Kepala UPT Bapenda Dua Pitue, Halijah. Peserta terdiri atas para kepala desa/lurah, kepala UPT, kepala dusun, dan pembantu kolektor.
Hadir sebagai pemateri, Kabid Perencanaan, Pengembangan dan Pengelolaan Sistem Informasi Pendapatan Daerah, Nurhidayah Ibas, Kasubid Sistem Informasi, Purnama Indah Bestari, serta Kasubid Perencanaan dan Pengembangan Pendapatan Daerah, Muhammad Iqbal Syahlan.
Muhlisar mengapresiasi langkah Bapenda yang menggagas kegiatan tersebut. Ia menyampaikan, sosialisasi sangat penting dalam membangun pemahaman bersama terkait pemungutan pajak.
Diungkapkannya, banyak warga mengeluh dan tidak memahami kenaikan pajaknya disebabkan adanya pemutakhiran data.
Bahkan, lanjutnya, pihak kecamatan kerap menjadi sasaran keluhan masyarakat yang mengira kenaikan pajak ditentukan oleh mereka, padahal penyesuaian tersebut sudah diatur dalam regulasi yang berlaku.
“Jadi ini memang perlu penguatan pemahaman dan perlu disampaikan ke masyarakat bahwa memang ada pemutakhiran data terkait hal tersebut,” ungkapnya.
Ia pun berharap, melalui sosialisasi ini Bapenda menyampaikan secara teknis kepada para pembantu kolektor hal apa saja yang perlu disampaikan ke masyarakat.
“Para pembantu kolektor inilah yang bersentuhan langsung ke masyarakat jadi memang perlu penguatan pemahaman sehingga dapat menyampaikan ke masyarakat,” pesannya.
Senada dengan itu, Nurhidayah Ibas menjelaskan sosialisasi bertujuan untuk menguatkan pemahaman bersama, khususnya kepada para pembantu kolektor.
“Memang tidak dipungkiri masih ada sejumlah masyarakat mengeluh atas kenaikan pajaknya dan belum memahami betul kondisi terkini. Namun perlu dipahami bersama, adanya pemutakhiran data sehingga mengakibatkan nilai pajaknya meningkat,” tuturnya.
Dijelaskan Nurhidayah, nilai pajak bisa meningkat karena adanya perubahan fisik dan fungsi.
Ia mencontohkan objek pajak yang semula tidak berdiri bangunan, namun seiring waktu telah berdiri bangunan, begitu pula penambahan bentuk bangunan dan fasilitas seperti pagar, AC, maupun penambahan daya listrik.
“Itu sudah tercantum dalam Peraturan Nomor 4 tahun 2025 tentang tata cara pemungutan pajak daerah dan termuat dalam pasal 22 validasi data SPOP dan LSPOP dalam penilaian massal dan individual,” paparnya.
Nurhidayah menegaskan, masyarakat perlu diberi pemahaman jika kenaikan pajak bukan berasal dari keputusan sepihak Bapenda.
“Sekali lagi ini akibat pemutakhiran data di sejumlah wilayah serta adanya perubahan fisik dan fungsi yang menyebabkan nilai pajak meningkat,” lontarnya.
Di sisi lain ia mengatakan, masyarakat tetap dapat mengajukan keberatan atas nilai pembayaran PBB-P2 sebelum jatuh tempo pada 30 September 2025.
“Jika ada warga yang keberatan, dapat mengajukan keberatan atas objek pajak PBB-P2-nya sebelum batas jatuh tempo. Nanti kami akan melakukan survei atau pendataan ulang,” tandasnya.
Di kesempatan yang sama Kasubid Sistem Informasi, Purnama Indah Bestari, dalam materinya memaparkan digitalisasi pembayaran melalui QRIS (Quick Response Code Indonesian Standard).
Menurutnya, sistem ini memberikan kemudahan dan sekaligus menekan potensi kebocoran Pendapatan Asli Daerah (PAD).
Kegiatan diisi dengan sesi diskusi. Para peserta antusias memberikan tanggapan dan masukan.
Beberapa pembantu kolektor berharap Biaya Operasional Pemungutan (BOP) lebih cepat dicairkan.
“Kami sangat berharap, khususnya untuk Kecamatan Dua Pitue yang sampai saat ini over target. Kalau bisa BOP kami lebih cepat cair dan tidak perlu lagi menunggu kecamatan lain memenuhi target baru BOP serentak dicairkan,” pinta salah satu peserta.
Sementara sejumlah kepala desa mengusulkan adanya dukungan alat kerja untuk menunjang efektivitas petugas pemungut pajak.
Mereka menyampaikan harapan agar para petugas penagih PBB dibekali alat pendukung seperti kalkulator, tas, dan rompi guna menunjang efisiensi dan efektivitas dalam proses penagihan di lapangan.
