Notifedia.com, Jakarta — Anggota Komisi III DPR RI, Andi Muzakkir Aqil, SH., MH., menyoroti serius minimnya struktur Badan Narkotika Nasional (BNN) di tingkat kabupaten dan kota di seluruh Indonesia. Sorotan ini dilontarkan seiring dengan tingginya ancaman jaringan narkoba yang kian masif, terutama dengan memanfaatkan teknologi digital.
Berdasarkan data resmi laman BNN, saat ini jumlah BNN Kabupaten/Kota (BNNK) di seluruh Indonesia hanya 173 unit, jauh dari cukup untuk mengcover seluruh 514 kabupaten/kota yang ada.
“Ini sangat tidak sebanding. Situasi ini harus menjadi perhatian serius. Kita harus dorong peningkatan jumlah BNNK di daerah,” tegas Andis sapaan akrabnya dalam pesan tertulis yang diterima pada Sabtu (28/6/2025).
Sebagai anggota Panja Penegakan Hukum Bidang Narkoba, Andis tak menampik bahwa tantangan utama ada pada keterbatasan alokasi APBN. Namun, menurutnya, keterbatasan anggaran tidak boleh menjadi alasan untuk abai terhadap ancaman narkotika, apalagi jaringan narkoba transnasional kini semakin kuat dengan pola distribusi yang kian canggih.
“Kita juga harus melihat bahwa komitmen Presiden Prabowo sangat jelas. Memerangi narkoba menjadi salah satu program prioritas nasional, yang tercantum dalam poin ke-7 Asta Cita. Ini sinyal kuat bahwa negara tidak boleh kalah dengan mafia narkoba,” tegasnya.
Andis menegaskan bahwa pertumbuhan struktur BNNK di tingkat daerah harus menjadi bagian integral dari program pembangunan nasional. Ia mengaku siap mendorong penuh di parlemen agar perluasan struktur BNN menjadi kenyataan.
“Kita harus melakukannya secara rasional, bertahap, dan terukur. Minimal, dalam setahun ini harus ada penambahan satu BNNK baru di daerah-daerah prioritas,” ujarnya.
Andis secara khusus menyebut Sulawesi Selatan sebagai salah satu daerah yang masuk kategori darurat narkoba. Informasi ini ia peroleh langsung dari Kepala BNNP Sulsel, Brigjen Pol Budi Sajidin, yang menyebut Kota Parepare sebagai salah satu pintu utama peredaran narkoba di Sulawesi Selatan.
“Ini fakta yang tidak bisa kita abaikan. Parepare adalah kota transit sekaligus pusat ekonomi yang sangat strategis. Sangat wajar jika pembentukan BNNK di Parepare menjadi prioritas utama,” ujar Andis.
Selain Parepare, wilayah yang masuk dalam radar segitiga emas narkoba Sulsel adalah Kabupaten Sidrap dan Pinrang, yang selama ini menjadi jalur strategis bagi distribusi narkoba di kawasan itu.
“Kita akan dorong berdirinya BNNK di salah satu titik ini. Parepare sangat potensial untuk didahulukan karena menjadi pintu masuk utama. Namun semua tetap akan kita bahas bersama BNN dan pihak terkait,” ungkapnya.
Andis memastikan, perjuangan ini tidak akan berdiri sendiri. Ia menyatakan akan bersinergi dengan BNN, Pemerintah Kota Parepare, dan seluruh elemen masyarakat Sulsel untuk mendorong percepatan pembentukan BNNK di wilayah tersebut.
“Ini kerja bersama. InsyaAllah saya akan bergerak di pusat, bersama Brigjen Pol Budi Sajidin, Pemkot Parepare, dan semua pihak yang punya komitmen melawan narkoba. Ini bukan hanya tentang Parepare, tetapi tentang masa depan Sulsel dan generasi bangsa,” tegasnya.
Penutupnya, Andis kembali menegaskan bahwa perang melawan narkoba tidak boleh setengah hati. Negara harus hadir dengan sumber daya yang cukup, baik dari sisi anggaran, sumber daya manusia, maupun infrastruktur kelembagaan seperti BNNK.
“Jangan beri ruang bagi bandar narkoba. Negara harus lebih kuat. Struktur BNN di daerah adalah benteng pertama kita. Maka, membangun BNNK bukan pilihan, tapi keharusan,” pungkasnya.
